Mexico’s Sustainable Taxonomy



Mexico’s Sustainable Taxonomy was launched in March 2023 by the Ministry of Finance, through the Secretariat of Finance and Public Credit (SHCP). It was developed over two years of intensive work involving a broad group of stakeholders from the public and private sectors, financial institutions, academia, civil society, and international organisations. The taxonomy aims to address three of the country’s most pressing sustainability challenges: climate change, gender equality, and access to basic services in municipalities.

Highlights

  • First Taxonomy to Integrate Social Objectives: Mexico’s taxonomy is the first taxonomy in the world to integrate social objectives into its design, positioning gender equality as a central goal. It defines six environmental objectives -including climate mitigation and adaptation, circular economy, and biodiversity conservation- and five social objectives: gender equality, access to basic services, health, education, and social inclusion. As the second taxonomy in Latin America, after Colombia, it offers a strong regional reference - particularly for jurisdictions seeking to address both environmental and social goals.

  • Balances Local Usability and Interoperability: Mexico’s Taxonomy was developed with a strong focus on interoperability, drawing from existing frameworks including the EU Taxonomy, China’s SDG Taxonomy, Colombia’s Green Taxonomy, and the Climate Bonds Initiative Taxonomy. Of these, the EU framework served as the primary reference to align concepts, methodologies, and thresholds, facilitating international comparability and access to capital.

    At the same time, the taxonomy was tailored to national priorities by excluding some of the ten activities listed under the EU Climate Delegated Act and incorporating sectors of local relevance, such as agriculture and livestock. This inclusion reflects a broader regional trend, also observed in Colombia, of adapting taxonomies to the economic and environmental realities of Latin American countries.
